Gibraltar isnt Spanish. The claim that Gibraltar is a territory of Spain is a political claim, due to residual imperialist Spanish ambition. It is akin to Spanish claims over Portugal or Northern Italy. It is a "disputable problem" due to statements such as the one above.
CIA world factbook has the accurate picture in this respct.
